Lieutenant Governor’s Staff


Overview

The Lieutenant Governor’s Staff shall be composed of no more than four individuals who shall serve under the Lieutenant Governor during the State Convention. Lobbyist staff members will represent issues pertaining to economic development, education, and health and senior services. Staff members will each write bills corresponding to their policy area and are encouraged to use EBLI proposals. Staff members must get a Representative and/or Senator in the Legislative Program to sponsor and submit their bills to be included in the Bill Book..

During the State Convention, the staff members will actively work to pass their bills by testifying at committee hearings, lobbying legislators, and keeping the Lieutenant Governor informed on the status of legislation. Staff members will participate in staff meetings, press conferences, and other events related to the Lieutenant Governor. They will play an active role in advising the Lieutenant Governor about legislation and will also monitor other legislation related to their policy area.

To apply for the cabinet, you must complete the Lieutenant Governor’s Cabinet Application. The Lieutenant Governor, in collaboration with the State Director and Executive Branch Program Coordinator, will select the staff members.

Requirements
  • Register for the State Convention as a Lobbyist.

  • Attend the Lobbyist Training Session at the Primary Convention in Fulton.

  • Attend the State Convention in Jefferson City from November 29 to December 2, 2006.

  • All lobbyist staff members must select an issue from their respective policy area to convert to a bill for the State Convention (issue topic must be approved by the Lieutenant Governor).

  • Draft a bill corresponding to this issue.

  • Identify a student in the Legislative Program to serve as a sponsor your bill. The bill must be submitted by the Legislator by the regular bill deadline.

  • All lobbyist staff members must also complete a legislative proposal packet for the Lobbyist Program by the required deadline. The packet should contain the following:

    • One page position paper that describes the purpose, functions, divisions, and other details concerning the state department you are representing
    • Copy of the bill that you drafted and name(s) of House and/or Senate sponsors
    • Three to four page research paper detailing the reasons for supporting the proposal
    • Copies of any supporting documentation, including published statistics or reports, newspaper articles, interviews, materials from your department, etc.
    • List of other possible legislative issues relevant to your department
    • Copy of the written legislative solution developed at EBLI
