Each student delegate participating in CONA is required to write a proposal on a matter of importance to our nation. It must be national or international in scope. Proposals are submitted online after registration.
Students wishing to participate in the Conference Newspaper Program do not need to submit a proposal. The newspaper reports on the events of CONA, with students serving as writers, editors, and photographers.
Each delegate from Missouri must clear his/her proposal topic with the Missouri YMCA Youth In Government State Director. It is mandatory that each delegate within Missouri write on a different topic. However, some or all of the topics may be duplicated by delegates from other states.
Proposals heard in the previous year’s General Assembly and Plenary Session are not allowed the following year. Please read the Banned Topics List (PDF) before writing a proposal.
