Each student delegate participating in CONA is required to write a proposal on a matter of importance to our nation. It must be national or international in scope. Proposals are submitted online after registration. Students wishing to participate in the Conference Newspaper Program do not need to submit a proposal. The newspaper reports on the events of CONA, with students serving as writers, editors, and photographers.
Below are some important deadlines for your proposal submission. Our state delegation can only have one proposal per subject matter, so it is crucial that you submit your topic to the State Office by April 1st or earlier. Please email klacy@jcymca.org with the required documents by each deadline.

| Proposal topic submitted to State Office | April 1 |
| Proposal rough draft submitted to State Office | April 26 |
